Synopsis of the Northside Homeowners’ Association Initial Meeting, Monday, October 8, 2007
Who we are:
We are concerned citizens of the Northside communities. We are homeowners who are concerned about our community and want to promote it for the positive. As homeowners in North Minneapolis, we have a vested interest in creating a safe and stable environment.
We are concerned by the:
Impact of depreciating property values
Impact of increased concentration of crime, especially youth crime
We want:
To improve the livability of the Northside communities.
Mandate a change in the way subsidized housing is concentrated in at risk neighborhoods. Maintain manageable levels of homeownership vs rental property in the community.
Prevent flight of responsible homeowners from Northside communities.
Create a safe and stable community.
Entice responsible homeownership and landlords
Be a conduit to potential new homebuyers.
Some suggestions for change from our meeting:
Rental property license fees
Single Family Conversion fee
To reduce the fee of an unlawful detainer
Review tenant escrow account for problem landlords
Conditional use permit
City promote more homeownership programs for low income people

Sounds like you had an interesting meeting. I won't
be able to make it to your next meeting, but I thought
I might pass along some thoughts I had about your
"suggestions to change" which are going to be
discussed.
1. I'm not sure how much of an impact that rental
license fees will have on landlords, as it is a yearly
thing, so the slumlord will just pass the cost onto
his tenants, which means that they will cram even more
people into their crappy rental units to make up the
cost. It would only really negatively impact the good
landlords.
2. Could the county impose a restriction to the
percentage or quantity of subsidized housing in a
given geographical area? Like, there can only be "X"
percent of section 8 licenses granted per neighborhood
(Like, only 8% (or whatever) of the housing stock in a
neighborhood can be section 8)? It seems like this
would be a logical means of ensuring that highly
impacted neighborhoods aren't further burdened. And
perhaps some of the section 8 licenses that are
currently granted could not be renewed based on
inspection of the property or number of police calls
to the property, and that no new ones could be granted
until other neighborhoods met a certain percentage of
section 8 as well. That way we actually reduce the
number, as well as stop it from increasing.
3. I think that home ownership programs for
low-income families are great, but I think that is an
area where many people were unprepared for the true
cost of home ownership. There has to be a good safety
net for people, because otherwise the property
deteriorates and then it gets abandoned. I know that
in Hawthorne, we have a number of programs geared
toward promoting home ownership, and they are
underutilized.
4. It would be great if the city sponsored a monthly
"Renter's Class" that landlords could send their
tenants (or prospective tenants) to. Aside from the
horrible problem with bad landlords, another problem
is tenants who have simply never been taught how to
NOT ABUSE a home. If the class cost $50, or
something, I know that I would require attending it as
prerequisite to renting, and I would even deduct the
cot from the first month of rent - really, it would
pay or itself if the tenant didn't abuse the place as
a result. It is hard to anticipate all of the stupid
things that tenants do that you simply assume would be
common sense not to do. It wouldn't have to be a
mandatory thing, but it would be great if the city
offered it so good landlords could send their tenants
there.
5. I still think that the city should start fining
property owners for nuisance 311 calls. I can't tell
you how many times we've had a slumlord property where
they are constantly having loud parties, doing drugs,
firing guns, whatever, and the police have had to be
called. What a waste of their time and resources,
since nothing much ever seems to happen, and the
slumlords don't live there, so they don't care. They
WOULD care if after 3 verified "nuisance" calls (loud
parties, fighting, etc...) they started getting fined
PER incident. $200 for the fourth infraction, $300
for the next, etc... I know that the slumlord own the
alley from me would get rid of his tenants pretty
quickly if they were costing him more money than they
gave him. And unlike increasing license fees, this
isn't just a once-a-year thing (unless we would all be
so lucky!) Plus the money could go toward increased
police or rental inspections or something.
6. Also, I think that if a slumlord is more than 6
months behind in property taxes, their rental license
should be suspended, and they should have to have an
inspection prior to it being reissued (and have to pay
another fee for a new license). I just found out last
week that the slumlord down the alley is a year behind
in paying his property taxes for that rental property.
Rental property is a business - it isn't fair for
them not to pay their fair share, when homeowners fret
and worry about paying their property taxes on time.
Well, those are my 2 cents on the whole rental thing.
I think it would be very worthwhile if any of these
measures got adopted. I'm sorry that I won't be able
to make it to that meeting - and I probably won't be
able to make it to any future ones for a while after
because I'm due in 4 weeks. :)

what is ironic in regarding license restrictions. or subsidized housing restrictions; is under the Hollman decree the city in 1995 placed a mandate on the new housing built in the site area of 75% owner occupied, and 25% rental.
In the meantime the rest of north Mpls area, all 9 square miles reached a 48% rental of which 42% is subsidized (2000). wow so much for rhe deconcentration of poverty.
let's face it this clear and simple this is the reason, we are where we are at.
plain and simple
it's to bad the city will not admit to it, and confess this is the problem. address the issue' de-concentration of rental/ subsudized housing/poverty.
its easier to pussy foot around the issues, dump in the sex offenders, not manage the scum lords, and allow the gangta's to just rob us all of a safe and civil community.
To not work for change in law ordinaces, and city policy. And also be visionaries of the future. and use the inspections department as chipped paint cops to enforce rental problem houses are ,frankly not enough.
Yes the problems now are a perfect storm, Sub prime loans, deregulation in the banking industry, (thanks George), lack of control at the federal level and HUD, lack of counseling and screening of people they give vouchers to. and i could go on and on and on.
Now 10-07 near 70% foreclosure rates in North.
Frankly, my personal opinion, after reviewing data on high concentrations of subsidized housing, and the correlation to crime. The problems that Hollman brought to light, and how that de-concentration had a severe impact on all of North by creating a "project" out of all of north.
The city should be embarrased, ashamed, and apologize to all the homeowners of north mpls. for creating the community and the problems we have to live with now.
we are all frustrated, but that is why things like this association are desperately needed, to petition for change.
